These IP adresses are unstable

These IP adresses are not working well, adresses that start with 60.51 to 60.53 work slow and unstable, 60.54 is ok, pretty fast but very unstable as well. Those start with 124.XXX are stable but veeeeeery slow.

I'm in Sungai Petani, Kedah, it is me or everyone has the same problem?

My experience if I have IP 60.x.x.x. is the worst, normally I'll restart my connection till I'll get 2xx.x.x.x
